Will NYC waters ever be made consistently safe for swimming?

In short, what is at stake is whether New Yorkers will be able to swim and otherwise safely use its waters for recreation in the foreseeable future. As of now, New York State has not set the goal of meeting safe swimming criteria in many New York City waterways, including the Hudson River near Manhattan, the Bronx, East and Harlem Rivers; Coney Island, Flushing, Newtown and Westchester Creeks; the Arthur Kill and Kill Van Kull.
